One of the most popular questions I hear is "I want to make a guild, but I don't know how." Relax, take a couple breaths, eat some asparagus, and I'll explain it to you.
Step 1:
Pick a theme. You can pick any thing you want, a favorite singer or actor, a color, a favorite Neopet, anything, except for Religion and Politics. Any guild started with those two themes will be deleted by Neopets, as will any guild that breaks Neopets TOS(Terms of Service, aka no telling your password, scams, etc.).

Decide your layout. After you have picked your theme, the next thing you must do is figure out how you want it to look, or figure out the layout of your guild. Get a paper and pencil/pen and draw(it doesn't haven't to look beautiful, it's just your guilds 'blueprints') out how you would like your guild to look. Look at other peoples guild that have the same theme as yours to get some ideas.
Step 3:
Get your guild. You can't have a guld unless your create one. When you create your guild, you will be asked to give your guild a name, as well as a Guild Description which will go under the name of your guild. All you need to put there is a name & message that is about your theme so people looking for a guild with your theme will find you. There will also be a box that says "Welcome Message" which is where you will put all of your lovely guild content, but for now, just put "Under Construction" in there.
Step 4:
Your guild's basics. Next you will be given the choice of making your guild private or public. I suggest public if you want people to discover your guild. Now comes the important part, your guilds scheme or colors. You can either custimize the colors, or you can choose from several preset schemes, and you may want to pick a preset color scheme that's close to the ones you want, and modify it, or you can just pick the colors and ignore the presets. Either way, the schemes will dictate what color your text and pretty much what your guild's colors will look like. Also, you can make the levels of your guild members have names relative to your theme.
Alright, now you have your guild, and have all of the basics done with. Now what? Well, now is the part where you make your guild look great!

Making your layout. This is the part that can get tricky, and if done correctly, should make your guild stand out. If you looked at other peoples guilds, and saw something you liked, like they had their scrollbars a certain color, then ask them, if they can tell you how they did it.
Images
For images, you can do a search on Yahoo or Google, just get permission before you use them, as using copyrighted pictures without permission may get you into trouble. If you want to make your own custom images, then go to Neopets Help => Art Help, and there are a few good links where you can go and download trial versions of excellent art programs.
Coding
Yes, this is can the tricky part. However, if you know just basic html like <br> and <font color=#ffffff></font> then you really don't need to know much more. An excellent thing to use in Guilds is divs, as they allow you to not only place text and images anywhere you want, but can use scrollbars so that your content isn't all over the page. This is the coding for divs, change the parts in bold in order to position the div where you want it:

Other than advertising your guild, there is actually nothing else to do. There are some codes (look around LEIA for some) that you can use to make your guild look quite fancy, but keep in mind, that the maximum amount of characters allowed is 4,000, so using some of that fancy coding may not allow you to put everything that you want on your page.
And that's how you make a great looking Neopets Guild. See, not that hard now is it? ;)
