What do you mean by Chmod the data folder to 777. How do I do that? Please do not point me to lissa's page on that cuz I did not understand her :(
Can someone explain if this Chmod thingy is a code I must type?

CHMOD is setting permissions on a file or folder.
you can do this by using an FTP program.
usually... highlight the file or folder and right click and choose CHMOD.

it is not a script or coding command (per-se).

how do i change the permissions of the cgi file, must i do it before uploading the cgi file?

Is there a spot on your website uploader that says CHMOD? I think you can do it that way too.

You might want to actually download and use an FTP program to upload your files. It's better in the long run and more secure.

To CHMOD a file to 777, you would have to find the option to CHMOD the file, then make sure the file has all the permissions set for all users (owner, group, other) - read/write/execute. Basically the fields will be checked.
