there are two diffrent types of the tutorial this is type 1
open up the picture you want to change someone eye colored
then select ellipitical marquee tool (or any tool to select the area of the eye) and go over the eyes. then press ctrl-j (this alows the selected area to go into a new layer) now in the new layer press ctrl u (hue/saturation) and change it any color u like...
