That is an animated gif image. You need a gif animator to create it, I use image ready.

The girly font with the hearts is just a font, there is a link to it in another thread here.

ok i have an animator, but whats the tiny font that they have? not the one thats big an has the hearts on it.

The bitmap font they have is most likely Redensek. Go to www.dafont.com to download it, it also has a bunch of other fonts you can use on graphics. The swirls are probably a PSP brush, and you have to have Paint Shop Pro to use them.
