This isn't the best water tut, but oh well :P
First open Adobe photo shop. Open up a new image, I'm useing 400 x 400 but you can do whatever you want =P
Set your colors defalt by pressing "D"
then go to Render > Clouds.
Once you're done go to Filter > Sketch > Chrome and use the default settings. (Detail 4, smoothness 7.)
add some color, go to Image > Adjustments > Hue/Saturation and use these settings :
Hue : 220
Saturation : 65
Lightness : 0
Colorize : check mark it
Ok, now go to Image > Adjustments > Brightness/Contrast and set the contrast to +50. Leave the brightness at 0.
The last step=D To make it look more like water, go to Filter > Disort > Ripple. Set the amount to max (999%) and size to Large. Click OK and your done! You can also hit ctrl + f and make it look more real or leave it. its up to you :p
