Okay, this could be a really stupid question (most likely :-p), but I've never used LiveJournal before and I'm a bit confused so I have a few questions.

1) How do you get a background? I've seen these wonderful journals with black backgrounds and a picture on the side (almost like a frame) and all this wonderful whatnot.
2) How do I use LiveJournal icons? (I'm sure this is a real stupid question. :-p)

I think you need a paid account to edit your own HTML layout for LJ.
