how do u look up a person dat is reported?

Someone you reported, or do you mean someone who is frozen? Someone who is reported will get a warning from the Neopets Team, but otherwise, you'd look them up the same way you'd look up any other user.

Someone who is frozen will have nothing on their userlookup except a line that says something like This user has been frozen or along that line.
