Use a lot of CSS; compress images; remove unneeded images; NEVER use javacript.

i really disagree with you kicker on that: never use javascript
it really depends on what you use, and how many. Remotely hosted comments mostly use javascript, pop-ups are javascript, simple things like banner rotations use javascript.

also combinations of some javascripts may not work, so combinations are very important..

Use smaller sized images
pre-load
dont use javascript
dont have a huge image or main page

or maybe its just your internet speed?

You can also use a HTML Compressor (http://www.freesoft.fsnet.co.uk/html01.htm) which removes all un-needed tags and spaces in the coding.

what's your ISP?

in the mean time, try downloading a reliable spyware remover [from norton or mcafee] because spyware and such may be slowing your computer down. also, check if there are unnecessary cookies on your computer. and you might want to try deleting any files you may not need. but make sure you're only deleting what you know you don't need, because you may end up deleting necessary components for your comp. [i know from experience ]
