I'm pretty sure that the site that you gave us have made all the graphics in actual size. So i don't think it's possible.

the best way is to make the background in actual size, then put it in the table and also add this code:

bgproperties="fixed"

this only works in IE, not netscape but it will hold your background on the same spot while scrolling (if you have it in a scrollable part in the table)
