So, I'm going to explain to you how to make that backgrounds which look like as if you have dragged the pic down.... This is often used in layouts...
I recommend reading my fancy blends tut first.
1. Open a new image size 700x300 and make a blending (read my fancy blend tut for learning how)
2. Now you open a new image sized 700x500
3. Select a small stripe of your blending at the bottom of it. It should go from one end to the other and shouldn't be higher the 10 pixel. so it's size would be 700x10-20
4. Copy this selection and paste it as a new image.
5. Deselect.
6. Open a new image sized 700x200 and floodfill this one with the pattern you just made by selecting that bottom part of the pic and making it a current pic on your working desk. Click on the little black arrow under the colour box, choose pattern and search for that dragged look.
7. Add a gaussion blur with a radius of about 8,00 and do it again with around 5,00 . Select of this image the middle part from one site to the other. The selection must be perfectly at the edge as befor.
8. Floodfill your 700x500 with that new selection as your pattern.
9. Add a new layer to that image and paste onto that layer your blending. With the moving tool you can fit it exactly at the top.
10. Now erase a bit of the bottom of the blend (make sure the right layer is selected) with a size of 20-30/round.
11. When it looks good to you, merge the layers (layers>merge) and merge visible.
12. Now you can add frames for your content and navigation. For that, select with the selection tool that part you want to have the frame later a floodfill it with a colour you like. Deselect. If you want the frame to be a bit faded, you need to add a new layer first and then you can set your opacity to about 50.
13. Now it's time to add a sitename for example.
Now you should be finished. You can of course add now anything you want... this is just to give you an idea how to make it for a layout for example...
To set the line stretch as your background you need an html code as well...
