I don't think it should be on a holiday, or based on a holiday. Just a 'secret person' thing, and hold it like 2 3 times a year. Just my opinion :P

It's kinda like Secret Santa. We each recieve a random person, and on an assigned date, we give them a present such as a graphic/avatar etc. Normally people make a webpage and shove everything on there ;)
