my friends site has some stuff godly wrong with it. there is supposed to be a picture in the middle using css but it wont show up. here is what she did. and she messed up with a lot of stuff

Is that all of it? It looks as if you're missing the bottom part of the table.

Also, she's got:
table.banner { background-color: #ffffff; border: 1px solid #000000; background-image: none; }

If an image is supposed to appear, shouldn't "none" should be the url of the image:
table.banner { background-color: #ffffff; border: 1px solid #000000; background-image: url("IMAGE.GIF"); }
