hey i need a little help with my webpage... i want to make my links so that when you mouse over them, there's a colored border... i know you can do this with css but my web host doesn't accept css codes. is there a way to do this with html? please help -- thanks!

I thought that css coding was brower dependant, not server dependant. Perhaps they do not support an external css page?
Every/Any host should be able to support html page that contain css coding in them as it is the visiting browser that must interpret the coding, not the server.
Please tell us exactly what host server you are using?

actually i am redoing my shop on neopets (in case you haven't heard of it, it's kind of hard to explain... check out www.neopets com.) its a place that accepts all html code but the webmasters have banned css, because they think hackers can use css coding to cheat in the game. so whenever i put css coding into the box, it will read "invalid tag=" and then the code i put in, because it's banned. thanks for your help everyone...
