I am having trouble with a frames section. I have tooltip enabled on the menu frame i made, but the frame hides the tooltip. Is there anyway to leave the frames on, but have tooltip overlap the pre-existing frames?

You are referring to having something appear "over" the frame lines that separate the different pages? Probably not. The only thing I've seen close to that effect is the HierMenus (and I don't know if they are still able to do that though)...
